As you are aware the Police Arbitration Tribunal published its award in respect of the Winsor Part One recommendations on Monday 9 January 2012 .
The PAT has accepted 10 of the Winsor proposals, modified 5, and deferred 3 proposals back to Winsor for potential inclusion in the Winsor part 2 review.
In addition to these 18 recommendations, a further 9 recommendations had previously been agreed in principle between Staff Side and the Official Side. At this time the Home Secretary has not ratified any of the recommendations. If and when the recommendations are ratified they will need to go to the Police Negotiating Board where the finer details can be negotiated.
Understandably, you want to know how the recommendations will impact on you. Unfortunately there is no detail available and we must remember that until the recommendations are ratified they are meaningless.
Having said that it is clear that the intention is to get any agreed changes in place by April 2012. If this is to be achieved then the Home Secretary must make a decision quickly in order for PNB to have time to discuss and finalise the details.
What does that mean for you?
Until the recommendations are ratified and the details are finalised then there is no change to our current terms and conditions. Once we hear what the intentions of the Home Secretary are we will be able to get a better understanding of what the impact will be.
I am aware you are keen to get as much information as possible. It would be unfair on you for the Federation to second guess what will be ratified, and how long it would take be implemented as we just don't know until that happens. Frustrating I know, but something we cant change.
